State-Level Advocacy Support and Policy Reform

Counsel for Kids offers a continuum of technical assistance services to state advocates. Our services* include:

• Policy Analysis

• Policy drafting/review 

• Resource development 

• Campaign strategy support 

• Youth engagement 

• Coalition building 

• Litigation strategies 

*These services are provided at no cost to selected sites. 

Federal Policy Reform

We advocate for federal policy reform through:

• Joining relevant sign-on letters 

• Educating legislatures/staff 

• Building coalitions 

• Advocating for federal law to require counsel for kids experiencing the child welfare system
